Al Gore was hounded for many things, yes, but the Hatch Act explicitly excludes the President and the Vice President.

Peter Navarro, obviously completely in a separate reality regarding trade negotiations, came to be a source of totally unfounded Trump campaign invective. Even without the Hatch Act, his outbursts were obviously nothing to do with his supposed job, and he was wasting precious air time and listeners’ ears with his bonkers statements about Trump’s opponents. A complete embarassment to the U.S.
