It’s always an indication that you’re lying when you put out a reason, and then change the reason when inconvenient facts come along to show your reason doesn’t hold water. We’ve seen this happen multiple times with Trump and members of his administration…it’s not working this time, they stepped into something that’s awful enough to make it obvious it shouldn’t have happened, and the distractions aren’t working. Hopefully that continues, Americans need to remain engaged in order for the process to hold him accountable.

But a letter from the Defense Department sent to Congress in May, first obtained by NPR, shows that the Pentagon had “certified” that Ukraine had taken sufficient measures to combat corruption and was therefore was eligible for aid–before Trump’s call.
Yeah but, everyone knows that tRump doesn’t read or bothers to hold daily national security briefings. So there’s that too.

For context, and to show Trump’s new excuse is a lie too, it would be helpful to add to the last paragraph of the story, something like the following …
From WAPO: The European Union and its financial institutions have provided more than $16.5 billion in grants and loans to support Ukraine’s reform process since 2014. In addition to those E.U. funds, Germany on its own has pledged millions of dollars in assistance, as has Britain. And Japan, meanwhile, has given $3.1 billion in assistance to Ukraine to the establishment of diplomatic relations in the early 1990s.
