The problem with your theory is that either it doesn’t work or it takes a really long time - time we don’t have. They need to be punished and the voters need to be pissed off and losing money and jobs makes those in charge (republicans) look bad, really bad.
Jobs lost would be in Atlanta or some other major metropolitan area that’s already blue. The urge to inflict pain on people nearly always backfires spectacularly. Hollowing out our existing cosmopolitan blue areas and making them less desirable places to live would be a gift to the GOP
