President Obama called on Congress to pass the DREAM Act this year in a TIME magazine op-ed posted Sunday in which he explained the reasoning behind his decision to stop deporting “Dreamers.” Obama writes that Congress’s failure to act on immigration spurred him to implement the new immigration policy.
