If the ballots have been counted (at least twice), how can cast votes be challenged unless each ballot can be associated with a specific voter? Our system uses (or is supposed to use) anonymous ballots without personally identifiable information. Sure, even if the voters are removed from the roles, their ballots have been cast and counted. What am I missing?
