I do like Schiff’s proposal.

…federally prohibit political campaigns and other political groups from using AI to create deepfakes to misrepresent their rivals or their views.

There is no need for it in politics.

AI has become so powerful. I can use it in my job if a person signs an agreement to allow the use of their voice to be reproduced using AI. It is handy if a VO is needed when the live person is not. I can make anyone say anything if they supply me with a 20-second voice sample. There’s some scary power in being able to do that.

According to Musk California laws will kill parody because they require parody to be clearly labeled. I seem to remember that post-takeover twitter required that parody accounts (specifically, Musk-parody accounts) be labeled as parody but I guess he thinks that’s different.

That’s a private company dictating what people all over the world can say, which is just fine according to propertarians. Very different from the government enforcing rules against fraud for profit. Which is bad according to propertarians.

It’s obviously not a first amendment problem because AI do not have first amendment rights. People who repost AI content have no copyright protections or first amendment protections of the artificial speech. I hope that’s the outcome of this.
