I harp on this just about every day. The answer is deceptively simple, but it requires political will.
Barr was identified as a co-conspirator in the UKR shakedown by Trump in the call memo. Therefore, SDNY, which is running an investigation into Giuliani that touches upon one aspect of that UKR shakedown (the firing of Amb. Yovanovich), can publicly say that Barr must recuse. He has a conflict of interest.
In addition, Barr improperly closed down campaign finance law investigations into Trump. That was improper and should be up for review.
If I were SDNY, I would have someone initiate a recusal process of Barr, get something public out there so that he canât sweep it under the rug, and simply stop taking his calls and tell the IG that they cannot share info with him. If the IG (Horowitz) is in the tank for Barr, act like the Sovereign District of NY and ignore him. Force Barr to fire folks. Cause a scandal and force his recusal.
AGs are not all powerful. They do get indicted. They are forced to resign. They are often bypassed and ignored. All it takes is a few folks of political will to push Barr around the way the State Department has neutered Pompeo.
