George W. Bush. When the US withdrew from the Rome Treaty that created the International Criminal Court (ICC) in 2002 in anticipation of its potentially illegal invasion of Iraq, the Bush (Cheney) administration immediately set about obtaining bilateral agreements with as many nations as possible not to bring charges against the US in the ICC. One of the main bargaining chips in obtaining these agreements was the continuation of foreign aid for the nation concerned.

Because over 85% of ALL SERVERS are Virtual Machines and not physical boxes somewhere.
It’s been that way for 15 years now. (Over 80% of the servers I look after are VMs, about 60-40% private vs. public cloud hosted but rapidly moving towards 95% public cloud-hosted.)

If you rent/buy a VM from any of the big vendors; AWS, Azure, Google, etc. you may not even KNOW where the physical location is, nor do you CARE. These Hosting Vendors move VMs around all the time, and even tout that ability as a plus (usually you have to pay more for the replication to other data-centers for DR or load-balancing purposes.)

If you purchase a “server” (web site, DNS, Email, etc.) from a 3rd party bulk vendor you will find that they are just reselling their bulk hosting from AWS or Azure.

It can go 3-5 layers deep, and can be difficult to find out exactly WHERE the VM is being hosted.

Like I said though, WHO CARES? The entire “it’s in the Ukraine” is a Bullshit story anyway.

Big difference — that was in support of a policy decision, terrible though it was, while the Ukraine extortion was solely in support of Trump’s personal political goals.

If there is anyone who is advising Trump on his personal liability exposure, I don’t see how Mulvaney stays. He implicated Trump in so many ways that the only way to keep that info from being used against him in a court of law or at impeachment is to fire Mulvaney and disassociate himself from the remarks. But this is a rudderless administration that truly doesn’t know what it’s doing, so who knows?

I suspect they have no-one with your legal acumen left in Chump’s orbit to point this out to him. Would love to see Mulvaney sidelined. He may be incompetent at a lot of things, but he is malevolent and competent enough to push ahead on the worst of Chump’s remaining world-destroying agenda.
