Meanwhile, Trump threatens to defund* the schools unless they reopen on his timetable. ( *Even though public schools are funded by local and state governments.)

No. The states also get federal dollars to disperse.
According to the US Department of Education, the Federal Government contributes about 8% to funding US public schools. To fund the remaining balance per student in the public education System, state and local governments are mandated to allocate money towards education.
ETA: In some locales, particularly already underfunded schools by the state that 8% can mean a lot. It won’t by itself defund any school but it will impact certain schools in a variety of ways.
The only surprise is that the first lawsuits came this quickly, I suspect there will be many more. Foreign students fill a lot of the slots in research at universities, especially grad schools, and cutting off their schooling will not only harm the students, it will be a big harm to research progress, as well as convince foreigners to stay in their nation (or go back) and remove a large pool of very smart people from participating here. The consequences of that should be obvious, as the US really depends on research and technology to stay ahead of the world, and bringing young foreigners here is a massive benefit, economically and culturally.
Of course, to someone like Stephen Miller, that diversity is the problem…this was just another way to harm non-white foreigners and kick immigrants out of the country, nothing more. Forcing schools to go back to “normal” in the fall is also a bullet point that Trump wants to use in the debates and final run of the election, so he can lie to people about how the virus isn’t a big deal since “the schools are open”. It also is meant to force schools like mine to change our very careful and considered policy on how we go back to work…right now everyone is working from home unless they absolutely have to go in and touch something, and that’s not going to change (I’ve already said I expect to work from home this year and no one blinked). Trump needs to stop that, he needs to force universities to open the way his rhetoric forced the states to open too quickly, and we’ll have the same consequences if that does happen.
In the end, this is just a twofer for the administration, hurt immigrants and the university systems. They don’t care about the damage this would cost to America…in the end it’s just one more shot meant to invigorate the base into hating anyone that’s not a white conservative. Fortunately, the lawsuits are very likely to succeed, there’s just no way they can do something this capricious this late before school starts, we’re not a dictatorship no matter how much Trump, Miller and the rest wish we were so they could impose their rule onto us.
Lots of other universities will sue. Trump violated the apa, same law he violated in revolving DACA. He lost that 5-4, and that decision will be immediately quoted in asking for an injunction against this rule change.
If anything - because of the quick impact (he held off his DACA ruling for six months, courts then issued an injunction) This is a far worse apa violation.
Only way this is not immediately enjoined is if they hit a trump judge. But so many colleges will v]be going to court today that a non-trump judge will do an injunction.

It’s time to stop saying Trump is “in denial” about coronavirus. The truth is much worse. Trump is fully aware of the misery and death that’s unfolding, yet he sticks to this course anyway. He’s not a hapless actor. He’s a deeply malevolent one.

Here’s a good point…courts are largely working remotely right now, as are a lot of professional jobs. It’s pretty difficult to see how a court will allow forcing students back into crowded classrooms when the court process that evaluates these lawsuits will be done remotely. By itself, that process alone will probably make it clear how unjust this ICE rule is.
These two are enough. And they didn’t mess around, doing this jointly in a very sympathetic legal arena and within hours of the ICE declaration. Watch for them to pull out all the stops to protect their student bodies, not to mention alums and all the income streams provided.
I’m still wondering how teachers in public schools K-12 if mandated to open by governors will also require masks, or if they’ll be provided to them like school lunches for those that can’t afford them. Will it be another thing that teachers will have to pay for out of their own pockets like pencils, paper and in some cases books for their classrooms? tRump is well on his way to making education a total mess and irreversible fuckup as he does so many other aspects of daily life today, just so he can pretend to claim everything is back to normal. He’s such a equal opportunity destroyer of all things.

Yes, this will effect all int’t students across the country, and that’s bullshit and bad for our country as a whole. So, I’ll be sympathetic for the lost education, but universities with multi-billion dollar tax-free endowments can suck my balls for sympathy to their business models. They’re part of the problem.
That’s the obvious thing that runs concurrently with all arbiters of tRump’s decision-making. Having people in a position of power who are able to force things to be up and running for the sake of tRump’s pathetically weak ego and his desire for ‘normality’ from a remote and virtual seat on any panel of deciders making that determination, and the cognitive dissonance in doing so if they rule in his favor. Its downright crazy-making and full of hypocrisy no matter how you slice it.
