The bill should allow states to not have to follow the rules in it.
But also doubles the senate and house contingent of states that do accept and follow the bill.

I’m pretty sure that you could find similar (or even verbatim) statements made in the past about extending the franchise to women, or blacks, or … (well, basically anyone beyond the landed gentry, or even the person of the monarch).
Tends to indicate the bill is on the right track.
