I guess, if I was a career bureaucrat like Mulvaney, who planned to hide like a cockroach in a lobbying firm until the next Republican administration, I would definitely want it to be obvious that I was ‘taking my lead’ from a dilettante with a political shelf-life one minute longer than Trump’s. You know it’s all going down in flames - you just have to protect your own position by claiming you were just taking orders.
