Living language and all, but “throwing under the bus” does not mean “lashes out at”. It means “sacrifice a cohort/co-conspirator (witting or not) to take the blame”.
Trump saying, “well Mike Pence is in charge of the Coronavirus mitigation efforts” is throwing Pence under the bus. Him saying, “Democrat-run states are doing much worse and besides their governors are all stupid and low-energy!” is not him throwing the governors under the bus.
