Iowa’s governor used federal COVID relief funds to pay her own staff’s salaries and cover a pre-existing budget shortfall, the state’s auditor said in a report released Monday.

Someone check gov Kristi Noem’s books. Given her junketing around the country using the state plane (has she reimbursed the state tenfold yet as required by state law?) she’s a good candidate for similar shenanigans.
Budget documents from the Homeland Security and Emergency Management office even showed a revealing change: A column tallying the money sent to the governor’s office was originally labeled “FY 2020 Shortfall,” but a subsequent revision changed the column — to “COVID-19 Personnel Costs.”
Apparently, they aren’t up on procedure for how auditing is done. “They’ll just ask for the latest and we’ll be fine if it doesn’t match the one from LY…”
Wait, I thought the Italian military satellite was for magically changing numbers.
(Side note: The very first microcomputer I encountered was an Olivetti P6060 at my school. It had an absurd number of buttons and keys. One of my classmates used a carefully trimmed square of paper to change the label on one of the control keys to say “BLOW UP”, which alarmed the math teacher who was supposed to be supervising the thing; so perhaps there was some overlap in functionality.)
Reynolds, or “The Kim Reaper” or “Covid Kim” gets lost in the parade of awful GOP govs, but as a resident of the state, I have to say, she’s as terrible as any of them.
This expenditure moves from the category of creative accounting to scandal only in the event the governor is penalized in some way. I can see a lot of Iowa voters thinking this use of Federal funds was A-OK.
