Does the legislation that created HHC specifically allow the board to delegate authority? If not, I can’t see how the Court can accept an executive agency asserting power the legislature didn’t expressly grant it.

I think the attached Opinion of the Public Access Counselor covers that point: “HHC, however, asserts the Board delegates its litigation responsibilities wholesale to the executive staff. Notably, HHC did not offer any resolution, policy, or ordinance verifying the Board’s delegation of authority to the executive staff to do anything, much less an action of this magnitude.”
Regardless, as @godwit implied, I don’t see the current Court being constrained from hearing any case it wants to hear that gives it the chance to further undermine the nefarious social safety net.

Congress passed and Biden signed a funding bill that keeps the government open and provides $$ to Ukraine so they can fight their war and also disaster relief for hurricane victims but trump is pissed because he is not the center of attention and takes it out on McConnell.
Here are his demented words.
