Acting USDA DC is Channing Phillips, who, amusingly, has been Acting DA for DC before. He was nominated by obama in 2015, and became Acting for the rest of Obama’s term since that senate didn’t confirm nominees either. Again amusingly, because he was never confirmed, in 2017 he didn’t have to resign, and just returned to his regular DoJ job.

I think this USDA will handle the contempt referral just fine.

It’s almost certainly a “when did you stop beating your wife” type demand.

Not true. The statute says the DC DA “shall” provide evidence to the Grand Jury, per Glenn Kischner, when the Congress makes a contempt referral. There is no DoJ discretion in the presentation of the facts to the Grand Jury. Judge Garland will only weigh in on whether to recommend to the Grand Jury whether to indict “Sloppy Steve” Bannon.
