Say what you want about Bolton, he is a bureaucratic jenius. Not only did he take and keep copious notes, it seems he also made strategic phone calls at the right time to cement his trustworthiness on this issue.

Just another thing Trump and his lawyers did not see coming.

Engel has obviously misconstrued what Bolton was trying to convey, and concedes in his usage of the word ā€œimpliedā€ that his perception of the conversation is one entirely of his own distorted imagination.
