It’s not just that Senate Republicans think that S1 — the bill also known as the “For The People Act” — is a poorly designed way to blunt the rush of voter restrictions advancing in state legislatures. As they indicated in a Wednesday hearing on the legislation, they don’t even want to recognize that states are seeking to cut off ballot access at all.

Dems can whittle down S1 to the essentials: guarantee VBM, guarantee at least 2 weeks of EV, eliminate onerous barriers to request VBM or to limit access to the ballot box. However, there’s no reason to whittle it down when there are no GOP votes. It’s really about a negotiation with Manchin on the content and getting his green light to waive the 60 vote requirement via a Schumer point of order that is sustained with 51 votes.
