Yes, but that was before the Solid South completed the party realignment. Bill Clinton got elected AG in 1976 and governor in 1978 (before losing to a Republican two years later and taking back the office in '82). I think just about every governorship in the old Confederacy was still held by Dems in 1978.
That was back when racists voted Democratic, they have since switched to GOP as part of the long running Southern Strategy. All southern states went through the same process, Jimmy Carter was also a democrat. Luminaries such as Jesse Helms and Strom Thurmond, were first elected as democratic and then switch GOP.

Does that position make any sense?
But why are people on the right so receptive to misinformation on this subject, and so angry about efforts to set the record straight?
My answer is that when people on the right talk about “freedom” what they actually mean is closer to “defense of privilege” — specifically the right of certain people (generally white male Christians) to do whatever they want.
Not incidentally, if you go back to the roots of modern conservatism, you find people like Barry Goldwater defending the right of businesses to discriminate against Black Americans. In the name of freedom, of course. A lot, though not all, of the recent panic about “cancel culture” is about protecting the right of powerful men to mistreat women. And so on.
Once you understand that the rhetoric of freedom is actually about privilege, things that look on the surface like gross inconsistency and hypocrisy start to make sense.

Simple. Start denying service at stores, restaurants, bars, etc without a CDC card.
Can’t put all the others under house arrest, but certainly can start making it harder for them to do anything when they leave the house.
I agree that is a start but I would go further and deny healthcare coverage, including any Government aid or protections, to people who refuse to get vaccinated and instead choose to get COVID.

Gov. Hutchinson threatened to veto an earlier version of a mask ban – because it interfered with private businesses. He was ok with signing the version that prevents the government from doing anything.
See? This is all about limiting government.
