Admittedly, this is hearsay, but I heard that he went after the Italian mafia because they didn’t want to let him into the party, and he basically handed their business over to the Russian/Ukrainian mafia, who were more accommodating at the time. Perhaps how he met Lev Parnas and friends.

Cash or not, nobody gets to book international airfare without a passport. The cash payment is more likely to represent undisclosed income than an attempt at actual anonymity.

I’m going with the alternative that he’s been paid in large amounts of cash for something recently and wants to avoid the reporting requirements of a bank deposit over the $10k amount (or whatever it is these days).
