Anyone can sue anyone at any time for any reason or no reason at all. The thing to do would be to get 1000 lawsuits filed and force him to defend all of them at the same time.
And those people can all be sanctioned for filing frivolous lawsuits.

When historians in the future explain how the US got into the mess it is now, Santos will inevitability be mentioned in the context of the Trump Debacle and how lies were able to propagate and how the rule of law was disregarded.
People will be astonished and shake their head in wonder at how foolish we were (I hope).

It’s not claiming a threat to Santos, or at least not primarily.
Of Santos’ known lies and misdeeds, his contempt for campaign finance laws poses the greatest, although perhaps not the most obvious, threat to his constituents and our democracy.
Also, regarding any personal consequences, it’s not all up to the FEC. They’re a regulatory agency. DOJ would handle violations of federal law.
ETA: I almost forgot - Dinesh D’Souza was convicted for being a straw donor, but there have been some recent cases, too.

SO, I’d like to follow up and put in a screeching NOTA BENE:
So often we see petitions and otherwise for a Constitutional Amendment to “REPEAL Citizens United.” An future Constitutional Amendment is essential but a more immediate action and effective is effective in the interim:
Legslation need be passed to prohibit political advertising in broadcast and print from the super PACs unless and until they publish their list of donors. FROM WHO OR WHAT DID SANTOS GET HIS LOAN. (Leonard Leo, are you listening?)
Fine, follow the Supreme Court. Money is speech. But we have a right to know WHO is paying for it. There is nothing in the Constitution that guarantees anonymity when you exercise your right of free speech. YOU SHOULD NOT BE ABLE TO CLOAK YOUR SPEECH IN ANONYMITY MERELY BY CONTRIBUTING TO A DARK MONEY SUPER-PAC.
This is so critical to the future of the republic. It needs to be taken up immediately instead of waiting around for the Constitutional Amendment which others so often advocate…
(The amendment process requires two sessions of Congress, 3/4 of the state legislatures to approve, yada yada yada and we wouldn’t have an outcome for probably six years. Check out the history of the ratification of the Equal Rights Amendment).
