Pretty much the story there: Miller lied and is sticking to it, more worried about the reaction of the Trumpists even than a potential charge of perjury or so it would appear.

It would take nearly three hours before Miller authorized the D.C. Guard to āre-missionā and help the Capitol Police establish a perimeter around the Capitol.
Seems pretty straightforward to me. Miller ordered the DCNG to be deployed when he called Walker at 3 pm, but wanted approval over the plan before their deployment. Walker gave him a plan (none apparently having been devised in advance) at 4:32, Miller dawdled for another half hour, and he finally gave Walker the go-ahead at 5:08. And having thereby delayed the actual DNNG response for over two hours, he wants to cover his ass by pointing to his original order at 3 pm rather than the interim time he wasted before taking the final step required in order to make it happen.
So the question now is more about why he dithered, rather that whether he dithered. Incompetence and fear of shit hitting the fan seem like pretty good explanations, but there are more malignant hypotheses too.
