ORLANDO, Fla. (AP) — A federal judge has stopped the 2020 census from finishing at the end of September and ordered the once-a-decade head count of every U.S. resident to continue for another month through the end of October, saying a shortened schedule likely would produce inaccurate results.
How much of the census taking infrastructure has already been dismantled?
This decision will be appealed into next year and after that the results will be contested, so I’m not sure we’ll know anything for months or even years.
So is the census constitutionally written to be done in a year ending in zero or can the next administration or session of Congress request a new one to be done properly?
The actual Enumeration shall be made within three Years after the first Meeting
of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct.
Its not much and says nothing on how the census should operate (except being every 10 years). Like much in the Constitution, it wasn’t written to handle our modern situation where a manifestly unfit person is elected President and is protected from having his abuses stopped by Congress via co-conspirators in the House and Senate.

I did have a census taker come by a few weeks ago,very interesting reason why. She had a census ID in plain sight and the first words out of my mouth was,I did my census on line,she acknowledged that but she was here to get info on a vacant house across the street from me.House had a fire a few months earlier and had no one living there ,but they had that address and had to follow up.
As I recall, @txlawyer may be having one of our periodic disagreements about this, but I believe an appellate court is very likely to say “within ten years” means “before the end of a zero year” and reinstate the 12/31 deadline. But I think it is highly unlikely that they’ll uphold the arbitrary attempt to cut it off early or cut it shorter than that. Also unlikely the PI will be stayed pending appeal as there is no articulable harm to the government and irreparable harm if denied.
Unless there are two Trumpers, two Bush II’s, or a Trumper and a Bush II on the panel, of course.

There is ample historical evidence for Congress ignoring a decennial census. There is no historical evidence that a decennial census needs to be completed in a year ending in 0. If the next Congress rejects this half-assed census and passes legislation to have it continued until completion, it will be up to Justice Handmaid’s Tale to declare it false and tricksy.
Is the “subsequent Term of ten Years” determined with reference to the first meeting of the Congress of the United States (March 1789 to March 1791), which is a two year window, or with reference to the completion of the first census? Where is Justice original intent when you need him.

I filled out the census months ago on line, but I did have a census taker come by my house in order to get the data on the residents of a condo which they’d just moved from and had no new address. They were friends with two young children as well as neighbors so I was able to give him quite a lot of info though I was uncertain about exact ages, but I was glad to do my part.

“Once it dawns on him that there’s no cable, his days will stretch out before him in a vista of emptiness,” Obama said. “No ‘Fox & Friends.’ No Tucker Carlson. And no Shark Week.”
