I was thinking maybe they wanted to be close to Andorra, which doesn’t have an extradition treaty, but you’ve got to drive across 2/3s of Spain to get there.

Being stuck in Andorra is basically being in jail, anyway. A very nice jail, to be sure, but I wouldn’t want to live out my days there.
