The United States already has not one, but two, nearly-new 747-8 airframes purchased to make new Airforce One jets (aka VC-25B, replacing the VC-25A’s already in service). There is also already a contract in place to retrofit these, and work has already been underway on the airframes already in US possession for some time (since 2020).
The problem is that the prime contractor (Boeing) negotiated a fixed-price contract to do the work, and although it was an expensive contract they still vastly underestimated and have literally lost more than a billion dollars. When large contractors get into this situation, they get super pissy and foot-draggy even though it’s basically their fault, in the hopes of forcing an improved contract. The already-delayed delivery date of ~2024 has been pushed to ~2028. Trump is not happy, because he won’t get to fly on his new toy. Hence all this nonsense. But it will accelerate absolutely nothing; work has already been underway on the chosen airframes since 2020, I can’t stress that enough.
