So what happens if discovery occurs on schedule, but just doesn’t happen to include any responsive documents because the new lawyers weren’t familiar with the case?

Translation: I’m not interested to be hearing from incompetent lawyers in my courtroom.
My prediction –
Trump is going to try and do this through an executive order. By doing so, he will render the entire question of whether Commerce Dept actions were based on discriminatory intent. The government will then move to dismiss the current MD and NY cases, and a new team of lawyers will deal with the exec. order claim.

DOJ’s A-team attorneys on this case walked when they learned that Trump and Barr plan to ignore its outcome. So it no longer matters much how fast or slow the case proceeds.
