Of course they will be underfunded. It is not important whether they cover people with pre-existing conditions, the town halls have taught them it is important to appear to cover them. The real intent is to allow the insurance companies to do their thing and make big bucks off of healthy people.

Good Lord, how long will this drag on for??? EVEN WITH with an “opt out” provision highlighting the whole states rights canard, some Rethugs still think a waiver is too much? Reminds me of the nonsense the Obama Admin. went through in 2010 where some religious groups insisted that applying for a waiver for providing birth control coverage was too much for them to have to bear.
