I don’t know of any fireworks that are activated by stepping on them Mr.D Blasio. But good attempt at minimizing the complete change of life for this young man. I am sure he and his family appreciate your sentiments.

The most likely scenario: Some kids (male, teen) researched out to make a booby-trap bomb and, just to make his point that it wouldn’t work, a now-legless guy stepped on it to prove it.
It’s a wonder any teens remain, mostly, unscathed.
OTOH, a ‘dud’ roman candle left to smoulder got covered up in wet leaves from yesterday’s ridiculous torrents of rain gets stepped on, gets some air, and ignites.
Improbable? Highly. A lot less likely to cause a public panic than ‘TERRORIST IED BOMBER AT LARGE IN CENTRAL PARK?’ Definitely.
Later reports indicate that it was something like this, and the victim was not involved in making the explosive.
Just goes to show how stupid the American people can be about dangerous things. An igniting roman candle should at least stir up some panic so that people will pay attention to the inherent danger of dangerous behavior. Sorry. Don’t buy your argument. Because there would have been a better wording than yours and even better wording by DeBlasio.

Have you LIVED in this city? Better wording by DeBlasio? C’mon. The guy can’t even keep the streets plowed in winter. He’s really good on at personal politics - does really well when he’s speaking personally, and in interviews and appearances, but actually governing… he’s a lot like his old boss, David Dinkins. Which is to say ‘eh, not so much on the governing’. I’ll take him any day of the week and twice on Sundays over any modern Republican, but oh my god, do I miss Ed Koch.
As for not buying my argument?
Well, as @thomasmatthew linked, according to ABC, the NYPD says this looks like it was some dumbass’s home-brewed firework. So you don’t have to buy it. It’s totally free.
