This is weird. Where I come from the county board of elections decides in a public meeting where the polls we be not individual clerks, they do as they are told. That said, early voting takes place only in a country board of elections office building or county commissioners annex office which are located in each incorporated town or city. Students can get there if they want to.

Part of the reason the GOP is in such a sorry state is that it has abandoned general consitutional principles such as equal protection. Of course, the normal state of things for most of human history is not democracy, or even democratic processes. Most of the time a small group does better than most, especially where some extractive process or resource control in involved. You only get democracy when everybody thinks they at least have some sort of a chance, even the tiniest sliver of a chance to prosper. US institutions have faced collapse from time to time and usually the situation has been corrected. In 1912 for example, the 17th Amendment, which we hear little about today, changed the way senators were decided, from state legistaure votes to popular vote. Democratic processes had to be further formalized. Institutionally, Green Bay is playing a dangerous game just allowing its clerk to suppress student participation in the voting franchise. Hopefully, Wisconscin revisits institutions at municipal levels; they seem have been degraded to serve an inside group.

If I understand this statute as well as Teske does, polling places at old folks’ homes & retirement communities should also be closed.
Actually, polling places everywhere should be closed. You pretty much can’t have a polling place anywhere according to her read.
That’s the logical extension. While we are at it let’s reduce the Electoral College to two, and shoot canvassers on sight.

Even if funding for the voting site was actually a problem, if they had simply asked the public for help, they would have probably gotten a storm of donations to cover it nearly instantly.
I just sent a question to GoFundMe about this, and they tell me yes, there would be no issues using them to fund a local government that can’t afford to run voting sites on their own, through their normal taxation.
