I would think that the August recess presents a totally different problem whether they pass the bill, or keep it alive. Either way, once they’re back in their states they’re going to face angry town halls, protests at their offices, and quite possibly being yelled at in the streets. The politics were bad before, but every week that goes by they only get worse.

Right now, I put the chance of passage at 40%. In a normal Congress, the chance of passage would be -40%, but we’re in a. twilight zone where the electorate that elected Barack Obama and Joe Biden sits along side the one that would’ve voted for Andrew Jackson and Bull Connor.

Mitch has a chance to re-energize the caucus, but with Rosen locked in as Heller’s opponent, Collins, Capito and Murkowski having gone further out on the limb against the bill, and still many others opposed, this is still a tough, though not impossible sell. The other thing here, to borrow a Trump’s Razor theme, is everyone still hates Ted, more than they do Trump. No one would want to risk their political career to back a Cruz amendment. And then there’s the matter of #trumprussia. Does anyone really want to touch legislation this unpopular when the WH is about to spend a lot of time in front of grand juries?
