Can anyone here shed some light on why he would be charged with only a single count of mailing explosives? I would have thought each of the bombs would constitute a separate count… Perhaps this just means they only have physical evidence (the fingerprint) associated with a single package? Or is there some other legal maneuvering involved here?

It’s pretty standard. They get charged initialy with the most solid counts, the ones with the most evidence, so the guy can be locked up right away. Then they can charge him with the others as the case gets organized.
