It is a good question, but one the US government is not equipped to deal with. There simply is no mechanism to replace the entire apparatus of the executive branch in the event of such a catastrophic failure of the electoral system.

Pence would be an illegitimate president, but would nonetheless hold the office, barring an entirely separate process that resulting in his removal from office.

  1. First, get the VP (Agnew then, Pence now) to resign, or impeach him
  2. Force the president (Nixon then, Trump now) to install a more acceptable VP:
  3. Ford then, ??? now
  4. Profit! Impeach Trump!
