Did Flynn contact the Russians at Trump’s direction or did he act on his own?

Did what came out of Flynn’s conversations with the Russians serve as the basis for Trump’s subsequent decisions regarding sanctions?
Both are extremely serious issues that need to be answered via official investigation.
Flynn’s in serious trouble.
If I were legally representing him, my advice would be:
