Donāt downplay the need for toys and recreation in a disaster. You take people from their homes, put them in a shelter with their kids and none of the things they use to entertain the kids, and you have upset, scared and whiny kids with upset, scared and angry parents.
When I worked for the Red Cross we had entire play rooms set up in every shelter to help alleviate the tension.
