The linked TPM article suggests that there were some questions about just who owned 15 separate cab companies (one medallion each or more) and who got to trouser the profits for administering them. So if Cohen was using the medallions as collateral for something else when he didnāt actually own them, or was assigning valuations that werenāt accurate, that would be anywhere from, say $5-15 million worth of bank fraud. Which starts getting into interesting territory.
What all these different piecemeal revelations of things the warrant covered tells me:

Depends on the state; some require only one partyās consent, others both.

Yes, although it varies from state to state, in NY state you only need the consent of one of the parties being recorded.
