Who has to ask? At most, all he would have to do is to make the public release a condition of the pardon and release it. I mean seriously, if the Wisconsin Governor is so all-fucking-powerful that Scotty could veto bills and appoint his Cabinet officers and judges and stuff⌠I mean, golly how many Governors in the country have those powers?
