It is wildly incorrect to address former elected officials by the title of office that they no longer occupy.
For example, Bill Clinton may be referred to as āformer President Bill Clinton,ā but he is addressed as Mr. Clinton.
The honorific title of Mr. President is reserved for the current officeholder.
This is also true of any other elective office.
