Slow down there. That quote is in reference to “some states (that) have also recently seen scanning and probing of their election-related systems.” The accusation of Russia’s hacking the email of US individuals and groups still stands.

I don’t see it that way. I’ assume that they have less evidence concerning the election system “scanning and probing”. Maybe our probing of their probing wasn’t as successful, Or maybe they haven’t had time to develop hard evidence.

Concur with ncsteve: This looks like a rather lame version the old “both sides do it” brush off – with just a hint of self righteousness tossed in, for good measure.
More to the point (and never mind the vapor ware about hypothetical “little countries”), there is no evidence that the US has ever tried to intervene in a Russian election in any similar way.

But really, this isn’t so much “both sides do it” as "perhaps we should have less high-toned moral outrage and more concern about how to mitigate effects in the future (including changing campaign and political-expenditure rules so that most of the intervention others do in our elections at least isn’t legal).
