Yes and no. The President of the United States is the Chief Diplomat in that he represents our nation both at home and abroad. Like soldiers in the military, it is not up to individuals to determine what orders the State Department put out should be followed and what orders can be ignored.
But you’re correct that I fear some diplomats or members of the government will choose to ignore President Warren, Biden, (insert name), when they tell the State Department they can fly those flags again.
Forget LGBTQ, any order an individual government official deems immoral that is counter to our official position will be up for grabs.
But this situation is extraordinary I think. He’s blown up every tradition and norm he comes in contact with and it isn’t helping us to adhere to norms that agree with his new normal, in my view.

Whether appropriate or not, orders are routinely ignored these days. WH staffers routinely ignore Trump’s orders, Trump is fighting Congressional subpoenas, McConnell has abused the power of his office, etc. I feel what you’re worried might occur in the future is already happening.
I agree with that but in this instance there are two possible harms and the diplomats have picked the one they can live with - ignoring this illegitimate crazy president. It’s either that or harm our image of liberty and justice for all including LGBTQ citizens.

You do have to take a stand when it’s like this. They are talking about putting people to death for being born who they are.
We used to stay in the Hotel Eden in Rome all the time. We’ve stayed there more than a dozen times. We are now boycotting it because the Sultan of Bahrain bought it and they stone homosexuals to death there. I’m not staying in that hotel as long as it’s owned by someone whose values are so opposed to mine.

history, acceptance, and appeal to intolerance is the detestable maniac
hate super glue holding Trump’s base and much of today’s Republican
Party majority together. A force so powerful seemingly normal people,
religious sects, even a Congressional Party are willing to excuse,
ignore, accept, even embrace Trump in the face of his proven world
record Presidential serial lying, porn star and Playmate philandering,
illegal hush money payments, self-admitted puss grabbing, forced closed
student cheating fake Trump U, fined and closed donor cheating Trump
charity, multiple failed business bankrupt nonpaying deadbeat, multiple
housing discrimination cites or fines, etc. Conduct so vehemently
opposed to any fundamental human decency, ethics, and morality normally
no responsible parent, spouse, friend, boss, or employer would accept
even one of these outrages, period. But members of the Trump cult are
willing to excuse, ignore, accept, even embrace such behavior from the
slithering immoral cesspool dwelling Trump because they are helpless to
overcome their own crippling profound intolerance’s base on the mind
numbing ignorance of uncontrolled maniac hate for just a person’s color,
ethnicity, sex or orientation, or religion.
