No, he is NOT the CEO of the country. He is the President, and his powers are limited to those enumerated in the Constitution.

The uncomfortable feeling comes about because he acts on impulse - with little knowledge, information or understanding of what he’s acting on, and practically no consideration or concern whatsoever of the consequences of his actions other than protecting and feeding his own ego and comfort in his world.

Right after this she went on Twitter complaing about North Korea. I pointed out to her that Kim Jong-Un is the CEO of his country and doesn’t have to discuss his decisions in advance. And that he probably makes her uncomfortable because he just acts.
