I suppose it is an untested theory about whether a President can be charged with obstruction(or any crime) in the court of law.
That said, obstruction of justice is clearly a high crime/misdemeanor to which impeachment is a remedy.
I guess it may be true with this Congress that a President can’t be charged with anything, including obstruction of justice, because political will, not the law.
Many people are saying this.
