Well, the message to give with the pardon is that it goes against our most fundamental values to be constantly investigating and prosecuting one person----not for a single crime, but for any evidence of the smallest infraction. Its a violation of prosecutorial discretion.
Moreover, what the Republicans have done in effect, with their endless investigations of political opponents with no real cause and no end in sight, is to create the situation of a de facto bill of attainder, a fundamental violation of our American values.
