Well, Abbot practically did that when he introduced Trump. I’ve never heard a tone like this in the midst of a catastrophe. Abbott spent about 5 minutes saying how great Trump and his staff are before getting to the task at hand.

This means that Kelly warned Trump not to act on his impulse to congratulate himself on his fabulous response to Harvey upon his arrival in TX.

Kelly urged him to wait until after the recovery when hopefully there would be something to celebrate.

And Trump, like a five year old, couldn’t resist telling the Governor that he was being a good boy.
