That three-month recertification requirement was stipulated by Sen. Corker as a face-saving measure and to annoy President Obama and a likely Democratic successor.

Okay guys, This is it. First he threatens Korea, then cuts off payments to Insurers, and now he is screwing up the Iran deal. Is it not now very clear that this fucker is just another Hitler? What is it going to take for people to finally say, “Enough”? Clearly the man is a lunatic of epic scale, and is going to keep doing shit like this until America is dead and buried!
He also pulled out of the Paris climate deal, UNESCO, the TPP trade deal, and the Clean Power Plan.
His insulting, punishing and humiliating attempt to “renegotiate” NAFTA with Mexico and Canada is turning into a clusterf#ck with all kinds of poison pills and a demand for a five-year sunset clause.
Under Trump, the world will conclude that any agreement with the US is worthless.
If this trend doesn’t reverse itself, we are on our way to becoming a pariah state.
I read this a few times. It really feels like McMaster sort of got his way over Trump. I think he has enough here to tell Iran and our European allies that the deal remains in place to preserve US credibility. I also think that Kelly, McMaster and Mattis are going to beg the GOP to back them because it is needed to preserve US credibility abroad on a whole host of issues.
Kicking it back to Congress may actually help fix some of the poison pills the GOP put in there to harass Obama. That 90 day cert requirement is a bureaucratic nightmare. Certify for 18 months. It also forces the Republicans to own the deal. Dems will supply votes where sensible.
Adding non-nuclear activities to the mix would be ok with a normal President. With this one, I think he would use it to torpedo the deal. However, I do think this is an area where Congress could actually come together on and use it as a pre-text to keep the deal in place and reform the certification process.
The wildcard here is Tom Cotton. He wants Mattis’ job and he might see this as an opportunity to blow things up and play himself into Trump’s inner circle.
