There’s a decent chance the attack was launched by Russia in “retaliation” for the St. Petersburg attack. Motive, means, opportunity. No-one seems very anxious to consider that, thought.

You think Putin would care? A Strong Message needed to be sent to signal that Putin was Strong because Strong Men send Strong Messages. The fact that the victims were utterly unrelated to the attack, and the message wouldn’t be heard by the perpetrators, would be irrelevant to him because they’re not the ones he’s sending a message to.
