Talk about being painted into a corner. The entire U.S. Congress just called BS on Trump’s assertions about Russia. This may be a very big indicator of trouble for Trump in relation to any outcomes of Mueller’s investigation of Russian election meddling, collusion, etc. After all, these are the very same folks who vote bills of impeachment and then serve as the jury.
Trump’s entrapment here is self-explanatory. What I’m puzzled about is what this says about Congress. I wish I could read some good reporting on it because the only explanation that makes sense to me is a there’s a very rare consensus that Trump’s response to the Russian provocations has been weak in a way there’s no good excuse for, and that they’re not going to take the fall for it no matter what develops with the ongoing investigations.

Who was the president going to negotiate with?
If he signs it, will be quietly without a ceremony. Is there a penalty if he stalls in signing it? Or is sign or veto his only option.

[/quote]Maybe Trump wants to negotiate with Congress - not to get a tougher bill, but to get concessions on other matters (call off the investigations) or pledges of loyalty (to him) in return for signing the sanctions bill (which he won’t do anything to enforce).
He still doesn’t get that Congress is a separately empowered body in the government - doesn’t need him.
He does not understand that there are three branches of government. He personalizes everything. I distinctly recall Trump referring to Gorsuch as his judge -as if Gorsuch owes him.
I doubt he has read the Constitution.

Maybe a less reactionary person would think that way…I think he saw that fighting the sanctions was a no win situation for him…but he will be feeling a powerful need for revenge.
