Various articles I’ve read reference statutes whereby in a national emergency the President and DoD are empowered to essentially seize land in a sort of modified eminent domain procedure. Cutting out landowner rights to litigate, take what we’re giving you and quit your bitching type of stuff, this is happening whether you like it or not.

I just can’t see Chief Justice Roberts voting for this end-run around the CLEARLY defined Powers granted to Congress in the Constitution to be the SOLE ARBITER of the purse-strings of Government.
Alito, Thomas, (maybe) Gorsuch, and definitely Kavanaugh (ack, puke) will definitely vote to declare a Dictatorship, free of Congressional restraints, but Roberts?
