It will most assuredly not ensure all Americans have access to health care unless you are referring to emergency rooms.
Newsflash: Insurance companies can change the network of doctors they work with, and doctors can stop taking insurance from anyone they please. So no, you can’t keep your doctor if the insurer or doctor changes their own policies. Nothing this bill can do about that and nothing ACA could do about it.
Insurers can cease operations anytime they want and so you cannot guarantee you can keep your plan.
