Not so much a joke, but a threat. Much like when he “joked” about sacking Nikki Haley after a few remarks that didn’t sit well with the Donald. She’s been much more circumspect about hewing to the Trump line ever since. This little “joke” is to remind Bolton who’s top dog in this dog and pony show.
