For the most part I agree, but I would place ‘the beginning of the end’ at the hand of Ronald Reagan who, on July 21, 1987, vetoed the effort to turn the Fairness Doctine into law. The Doctrine had existed for 38 years, basically the point you attribute to the change.

For Reagan, of course, ‘fair’ was not fair at all.
