He is a low energy dude, the executive time is just covering up for the fact that he can only walk around, do physical things for a few hours a day. The idea of walking in the rain was just a non-starter, and it would have messed up his hair, showed his bald spots.

That this disrepected those who gave the ultimate sacrifice is not something that Trump cares about. He after all had bone spurs and VD.
